If speed/reaction is what your after, especially in dirty conditions use compressed air and air rams, no return piping to worry about. Building the air pressure will be the big issue and controlling reaction speed, but with a good size tank, an electric compressor might be an idea for testing it out.
The dirt/washing of the electric actuators might become an issue as the unit gets older?

with air similar problems to the pto hydrolic system space to mount everything plus problem with air leeks as it gets older

think i can make some sort of mud guard or maybe a bit of umbilical pipe to use as a sleeve to protect the ram will think of something

Connect your hydraulic top cover up to a spool block then work the arms via a spool lever, other spools could then power the brush and lift it.(y)

That would be a good solution, but will the motor stall when the ram or back arms are lifted, I don't know the answer.

yes could do that but i would like the brush to be spinning at full power and at same time be able to lift it up and down having to stop start the brush all the time defeats the idea using an accuator instead means i can keep the brush going a quickly lift it up and down when needed

the fergy when fitted with the internal MP pump can be plumbed to do everything you are asking for,, by far the best, neatest solution.
Also there is the possibility of utilizing a power steering pump, or a larger pump using that drive point

on a fergy can you put a front mounted pump as on the 50ex 30ex? farm handlers? just another option this is basically a secondary pump which still runs off the same oil.

I don't see for your job why you cant just use a 2 spool slice and basically run tractor in constant plumb 1 spool to your brush and the other to your link arms. probably get a spool you can "lock" the brush in gear with.

I've a 40 fergy with the front mounted pump,it's piped up to a spool block, would do the job fine.

once youd divert the oil from the brush it would slow down to a crawl when not loaded even but under load id say it id stop altogether.
to get around that youd need a flow divider valve.

joe soapys plan with the MP pump sounds like the way to go.
