yes, they have to play it careful. Remember 1953. The main problem was lack of communication. Nowadays there is obviously much better comms and it would be criminal if such an event occurred again because they didn't play safe. A family member lives below sea level near the Wash and it is not a nice feeling when the dykes do not seem to drop the levels at all between tides and there's a spring tide and a storm surge on its way. On the flat lands, once the water is through the defences it can go an awful long way.Just watching the BBC news about folk being evacuated due to storm surge high tides!!!

Plenty of snow in north wales mountainsJust watching the 6pm news. Headline "Blizzards sweep UK". Then some footage from todays "Blizzard" with a light dusting and grass still poking through...not even enough to take the kids sledging. Then more footage of heavy snow "up to 8 inches deep", in a park, with a bloke walking his dog. Then a shot of the snow bound roads, showing tarmac and an inch of slush in the middle.
Makes you wonder what other crap the Media are feeding us....such as the criticism of Trump getting on well with the Russians.....is that not a good thing??
