Could be as bad if not worse than unplanted potato/maize stubble left over winter.

Ah! The golden hoof! When bunny huggers work out they might not be as great grazing winter cover on arable ground then there might be trouble.

Bad for run off if there is a ditch, river etc along the bottom edge.
Possibly not as much of a run off issue if there is a good grassland filter below it

my thought is forewarned is forearmed , before anythning sneeks in under the radar

You can leave residues (I would call it 'waste' though) in any crop, you just need to run the same number of stock over a lot more acres of crop. Economics don't add up then, if the crop is grown for winter fodder.

The neighbouring company, growing commercial Turf, year after year is as bad. They will not cultivate their land before winter, and it is like a 25ac block of tarmac, the run-off is crazy.
