They are called cap screws and readily available from most nut and bolt places. Your local sparex dealer will be able to order them.
The "Ground Shoulder Screw"/ "Socket shoulder screw", are not quite the same as the basic cap screw.
Beg your pardon looked like a cap screw to me You might find some on ebay?

Many thanks everyone,I got freelance engineer I know ,to do it for me . I did not want to start the job get in a mess then asksome one to fix it. Just as well I did as Phil had quite a job on,fortunately he had some gas with him to heat stud up as he reckoned it was Loctited.I managed to get a new "Shoulder screw" in Cheltenham so all is well.
So to put all our minds at rest .....

Except looking over your shoulder and "helping"I think he drilled , toryx, plus heat , not as easy as that though!!!
I just let Phil get on with it, nothing worse than someone looking over ones shoulder and chattering.

Did plenty of 10mm bolts yesterday, forgot to take photos but same procedure as @MF-ANDY. The heat from welding makes a difference. Had a few that had snapped way down but managed to build them up with the welder
No need for a mag drill. They were nearly flush so welding was easyJob like that is just asking for a mag drill
