I had exactly the same problem, with regard to hesitation at junctions I now try to be less hesitant and try to pull out safely without doing a Pitt manoeuvre, just have to be really carefull with the passing BMW's....Back when I took my car test in England, hesitating and not making progress when situations allowed it were the most popular fail points according to my instructor.
I see it here all the time, people waiting at junctions because they can't judge the speed of other motorists, not accelerating into a gap to merge safely and stopping at roundabouts when its empty.
Perhaps your kids instructors were bad, maybe they weren't explaining themselves properly? It doesn't mean they should pull out in front of cars but they should be able to demonstrate, safe, confident driving to pass a test.
The biggest faults I see here are the inability to follow at the correct distance and not being able to stay in the correct lane, especially on bends.
