Yes it’s a plate added for extra strength, You had to put them in so Deere would stand the warranty if you ran duel wheels
In addition to the standard cast ‘ring’ which the wheel studs go through? The pic has got a whole extra set of bolts around the wheel studs…I’ve never ever seen that before.

It’s a extra plate of steel that fits onto the dish. You don’t use the cast ring if you have the extra plates welded in. I carnt remember the size but they are quite thick
