New stock box and possible law changes on headroom

I’m going to be looking at getting a tractor drawn stock box with sheep decks, probably new or good s/h. There was a lot of noise being made about rule changes on headroom a while back but it seems to have gone quiet recently.

Have they been scrapped completely or just put on the back burner? Was there a proposed measurement? Was it only for stock travelling over a certain distance?

I don’t want to go to the expense of possibly buying something that will be rendered a single decker a month after I get it because of any rule changes

I would of thought any of the major manufacturers would have it built into their designs already. Stewart have increased sheep deck heights in their float since we bought ours.
Any new rules would not be retrospective, it would be on new builds from date of approval.

DEFRA made all sorts of abject statements on 18 August including on deck heights but then withdrew most of these and are "working with industry"

Nothing decided in law as yet

So they did the consultation to appease the NGOs and will kick the can down the road until the next election.

DEFRA made a load of statements on 18 August: banner headline live exports would be banned (expected) but also actually stated 20cm headroom for cattle and sheep , 7 cm for pigs.

That has been expunged off the internet now

Email to NFU and other stakeholders then said "working with industry and stakeholders" and assuring us no legislation would be in place until 2022 at earliest. That really helps no-one including the OP who wants to buy something future compliant

I've noticed Gov's way of putting things out only on the internet and allowing them to manipulate the answer over time

Perhaps I dreamt it, but wasn’t the original proposal on headroom only for journeys over a certain distance (65km?)?

Clearly a PITA for lorries and ‘normal’ trailers, but maybe less of an issue for tractor drawn floats?

It was never expressly stated

In my response in February I made it clear, welfare must be an absolute so either it's a headroom rule at any distance or it's not

No Ifor type trailer can achieve two decks with 20cm above a sheep's naturally held head position

And if you are in enforcement how do you measure compared with what the Dutch have with shoulder heights

Would this one have the required headroom?
Under the old rules that may have been compliant for giraffes but now the requirement is for a roof with adequate headroom, that cannot be passed until VOSA have found a health and safety compliant access tower to measure 20cm above the head in the naturally carried head position (of the tallest one)
