I was told “class Q permissions are all but finished with now”, the implication was they weren’t going to pass any more.
I took it with a pinch of salt tbh but it supposedly came from a reputable source. Of course it could be our Council applying their own rules, again!

Until they issue a new GPDO Class Q will still be available. They might look at applications a bit more tightly but a solid application will still have to be approved.
 
Thanks everyone. Very much appreciate all the replies. Our agent is qualified as a structural engineer. He didn't supply a detailed assessment to LPA - but he did confirm the barn is structurally sound - heavyweight steel frame fully capable of loadbearing, part blockwork walls and thick concrete foundations. I've been trying to find any examples of similar barns that have been allowed Class Q after an Appeal.
Just reading through your posts, I've limited info on your situation, however I've successfully obtained 6 Q Class approvals (not one failure), these range from converting the old wooden deep litter chicken sheds, 100 x 40 cattle shed, timber stables and a pig fattening shed, obviously not all on our own farm as I advise others. Two of those approved were previously refused when submitted by others, as such I can tell you agents make mistakes, some are really silly, some are because they supply "too much" information but mostly because they try to make "policy fit the building" rather than make the "proposal fit the policy". But before you submit a comprehensive structural survey, be aware the more info you supply the more they can pick fault with. It's about balance but mainly about a strategy that delivers. Yes the barn is built. I was considering changing it to Part B, probably storage.
On the P D consent Condition 5 appears to rule out any change of use for 10 years and, if the L A are not agreeable to any other application other than agriculture it may become more complicated and even removal of the barn, is this the case?
The overriding rule for PD consent for Ag is "should the building cease to be used for Ag within 10 yrs then the building has to be removed", however this does not stop you applying for change of use, but the use change will have to be a proven need/benefit etc whenever you apply, be that now or in 10 years. Btw it 100% does not qualify under Class Q until 10 years have passed, which I'm sure you probably knew.

Just wondering if someone can advise me weather part Q would be available to use on an light aircraft shed as my neighbor is trying to get it. And it’s hard on our boundary.

Class Q only permissable on Agricultural Buildings which are currently in agricultural use or were last in agricultural use. If used as an aircraft hanger automatically removes those rights.
If you are against their plans then make sure you have photographic evidence that it is not in sole agricultural use.

Some of the Q conversions around here have been more akin to complete rebuilds than yours would need! As far as I can see it should be mainly a case of replacing the cladding with something more domestic with doors & windows - everything else could just be done on new block walls assuming that the slab is up to the job.

100 % of the time the slab will never meet building regs .
