One strap over the top.

Holds the top bales down on the bottom rows.

Safe or not?
If there was a thripple on the back then one strap from front to back is perfect because it binds the load down tight. I also have heard of VOSA stopping loads this year and wanting every bale strapped. Idiots tipping unsafe loads and going to fast around corners is attracting attention on us all.

Of course it's not safe, all it takes is one swerve, trailer wheel in a pothole or similar and a bale falls off. Then it's a lottery whether it hits someone. It never ceases to amaze me that even one person defends these practices. Save 10 minutes strapping a load and run the risk of spending a lifetime regretting killing someone. In this case you have a young idiot who hasn't learnt any better but the biggest offender is the Father who allowed it to happen, he's old enough to know better.

10 minutes is very conservative given time to strap and u strap, more like 30 mins, it would take longer than some journey times on the public highway for some.

What about loads of vegetables in trailers or boxes.
They also could come off and hit someone.
Sheet every load.

30 minutes really isn't much compared to the time you could do inside if your unsafe load kills someone.

Of course they should all be secured, as to sheeting loads, try getting out of a quarry without sheeting a load. They won't allow it. You are obviously one of the dinosaurs who need to he taken off the road. Please stop trying to .make excuses for unsafe behaviour.
It doesn't matter if the journey is shorter than the travel time. Just do it and stop leaving bales on the road and potentially killing people
