Problem if you re use the tank for slurry, it has to be signed off fit for purpose for 20 years without maintenance, or something to that tune, and you won't get many people willing to do that. @MickMoor might be worth contacting
To be fair it is a 20 year life design of tank with maintenance. So option on replacing or repairing panels, roofs, liners, etc is allowed during the operational life of the tank.

What’s the lifespan of your lagoon liner?
It will all depend on the material the liner is made from and the installation method used to install. However, most good quality liners whether PVC based or HDPE should have a 20 year design life with maintenance. Critical to this will be leak detection systems, inspection ports, good quality underfelt and good quality welding if needed.

I would assume the economy’s of scale rule would apply with such a lagoon. You would probably have to be going to 2 million gallon plus compared to an above ground store?

So in new money 2 million gallons is 9092m3. This is a good sized lagoon. I would recommend lagoons not going much more that 15,000m3 from a management and mixing point of view. Much over 15,000m3 and you will get dead spots and build up of solids over time. On the other sides of thing there are lots of lagoons out there between 3,000m3 -7,500m3 that are very cost effective.
