Used in a domestic situation such as heating a farmhouse theres no requirement for a licence so perfectly legal to use but put the same machine in the workshop next door it requires a licence.when the new licences came out defra had no emmisions data, or testing done somebody in whitehall was persuaded that waste oil heaters didnt sound too good. They dont know if they are any better or worse than a heater running on purchased fuel.
