Barley-itis. Get that from time to time. Could be stress, could be a trace element problem. If it persists I would say I'd be more inclined to manganese it but the odd plant like that is just barley being barley. Looks dry too and probably wants a shower of rain on it.
Your Agronomist will probably prescribe manganese and possibly something like Intracrop Cearum to give it a kick . A warm time and possibly a light shower might see it turn a corner.
