Why is one tyre on my handler like this and the rest are fine?

Run those tires on all our silage trailers in 710/22.5.
Not uncommon to see that, have triaxle trailers and all will be fine except 1 or 2 will flake and detioriate rapidly.
We've always assumed its a flub up during the manufacturing process ie shift change and someone not doing there job properly.
Good tires but we are looking at other brands due things like this
