3611 IS the correct model .
Took starter off as thought very lazy nothing appears wrong with it . Do not have a heater plug.used to have Belarus back some years they were similar. Are modern starters fast turning. Tried pumping fuel up all works fine but no better.

If that is the version of 3511 with a safety frame, then it should have the cold start button on the front of the pump (I thing the x3xx series is when they deleted it - it' still there on my 7045 eg). I'td spend a bit of time with Plus Gas, wire brush, small pick & tapping hammer to get that cold start button working before investigating further. Mine is an instant starter with the button in & often sits for weeks unstarted - smokes a bit too so the engine is no way in tipo top condition!

Seems a gap..
It then freed no bother refitted all well starting much better.thr secrete Is to free the pin you have to prise it sideways towards the fuel push in button. Took less than 3 min when I caught on.

-5 yesterday & -6 deg this morning here. Zetor (7045) hasn't been started since October. It has a slow puncture in right front tyre & it was looking a bit low this a.m. so I thought I'd blow it up. Old girl started first time after cranking for 6-7 seconds fair does (y) (My Cusman Truckster (Kubota D950) started yesterday after a couple of weeks too:) & that's got 9000+ hours up & the clock hasn't worked for 10 years!))
