If its on private land its up to the land owner to clear it. Councils have a choice to investigate the crime or not, but they can make the landowner remove the rubbish and provide waste transfer notes to prove correct disposal.
They dumped some on my private land once......
Depending what's dumped, you may find various agencies have a statutory duty to investigate. My local council are very good but fighting a loosing battle. They wouldn't have to fight a loosing battle if they were a touch more proactive. Example quotes "yeah, we wondered when they would dump that lot" referring to a pile of tyres and car parts that had been building up in the back of a local transit tipper, and which was on camera leaving full and coming back empty. A proactive council would have noted the vehicle and enquired about its waste transfer license. Instead they just cleared up the crap from the verge.
Round here at least the tippers have the decency to tip on the verges. Or sometimes just open the tailgate on the road.
