Anyone Received Environmental Payments for 2019

I am so pi55ed about this, I've put 3 years of my time and money into CS and been paid one year. Listening in the tractor to local radio yesterday and all the small businesses ringing in saying how great it was that gov paid them their corvid 19 grants so quickly, some within days showed how where there's a will there is a way. It also brought into sharp focus how totally crap and unfit for purpose the RPA are!

What really winds me up is that in these CS schemes we have to spend out money and when I originally signed up to the scheme the "contract" was that 80% would be paid in the year or by December. This would have paid for the work done in the year with the balance to be paid by the following June.
The RPA decided that to make the payment scheme more efficient they would only make a single payment. I did NOT agree to this!!
So now I am expected to pay out twice for all the work required to comply with the scheme but absolutely no money to do it. There is absolutely no way I would sign up to another of these schemes and I would suggest that ELMS be consigned to the bin.

I asked for a call back from the manager of the department but said that it was imperative to either text or email me first and give me a time when they will call me. Did they do that, of course they blo*dy didn't.

Year on year the service and payment timings just get worse, and there seems no one accountable for it all

Finally had a call from the RPA about my CS today.
The latest excuse is to blame the computer and so they have decided to do Bridging payments starting from next week.

Apparently only 55% of CS payments have been made which is a disgrace as these are mostly very important schemes for wildlife.

I don't think anyone should even think of being involved in any new schemes until they guarantee to sort out the existing payments.

I had a message come today to remind me to fill in this year claim by 14th of May of face penalties! so thats some of 2018 paid, non of 2019 and now claiming 2020. That totals over 26 months rent for our farm.

Sent me another e-mail asking if I wanted to roll my mid tier agreement on for another year (in last year now), and if I had not replied to the previous e-mail due to coronavirus. NO its because haven't been flipping paid again! I thought that they might try and pay those of us in the last year of our agreements in the first part of the payment window to encourage us to roll the scheme on or reapply, but apparently not

When the subsidy goes anyone in environment schemes will be far more reliant on them, but the continuously late payments will make them completely nonviable. No business can afford to keep enough cash in the bank just in case they're kept waiting 3 years to be paid for all the work they've done.
ELMs will be a disaster and I won't be having anything to do with it

Is it all set up to purposely fail so UK ag is weaned off sub, and allocate monies clawed back to the treasury?

The way it's looking I would agree that there can't be anyone 'in the know' who believes it will be a success. Excruciatingly complex and massively underfunded are the vibes I'm getting. Add the economic impact of CV19 into the mix and it's surely dead on arrival

What is the theoretical payment schedule now? Same window as BPS December to June? I've had a % of what they owe me for 2018 including a bridging payment last June with a top up in December 2019. I know this is an impossible question, but should I hope that 2019 will be paid in June 2020? Just trying to do a cash flow forecast. I've had several queries about my 2019 claim Feb - March by the RPA so hopefully they are working on it.

Into May, ours has been sat at preparing for payment for 9 weeks now. Bleaping hopeless
Was told by rpa yesterday they were paying bridging loans of 75% ,has anyone had one. I think this is where you say there system is not fit for purpose.

FFS here we go again, same old story, what a useless shower of s#ite. It's a good job they didn't put the RPA in charge of handing out the Corvid money - there would of been anarchy

I was also told that it will now be May and you are right they are completely useless.
I honestly believe we should not be helping with this ELMS thing until this is sorted out. The NFU and others should tell them to get stuffed until we get paid on time.

Has anyone actually got a statement for thier 2018, payment? I got the 75% and then a top up which together fell short of my claim value. When I queried it they said wait for the statement but it's never arrived.
