Drill the field as normal and roll it. Then sow grass seed and roll again. Obviously don't put any pre emerge spray on. Be careful with herbicides as don't want to kill clover. I didn't bother with weed spray last year.

You should be fine with walk behinds. We hand plant and pull ours. It's a long day but we did 3000 heads in 20-30 person hours. For weeding we used straw mulch. It should be 6-8 cm deep. The round bales are nice because you can just untill them. Roller crimped cover crops would be another thing to explore.
