So I guess it all depends on the wording of any mart declarations then...I haven’t seen a definition anywhere, but seeing as your vet isn’t allowed to let you have antibiotics unless your animals are ‘under his care’, I would suggest that covers it.
Of course, if you’re orgasmic and claim that you never have to treat animals, then you may have an issue.
Do certified organic farmers need to have annual vet plans anyway though? I’d surprised if that wasn’t the case.

I can easily sign that and allow stock to be exported, but cannot really sign anything on farm assurance.
