Personally I think the travelling community started the current crural crime wave, but its Eastern European gangs that are fuelling it. As Eastern europe/ Russia looks to get more productive tech wise its much easier to steal it all from a country with a poor police force than have to buy it all like everyone else. The blokes running all this aren't just knocking quad bikes, but running guns drugs and smuggling people. What we really need is a rural version of met police with a designated rural crime squad. Once they start brining down a few big names within these gangs the crimes will get less.

The solution to help police?
Trackers on all vehicles and some sort of coding system so GPS equipment can only be used by the owner if the code. With all equipment registered and re-registered if sold.

Its an arms race! There are people out there whos hobby in life is to find means to defeat security measures, some do if for financial gain others just for fun! The pro criminals have equipped themselves with GPS jammers that render trackers worthless  Pop it in a cig jack or clip it onto the battery and away they go. There can be few reasons why anyone would have a legitimate reason to buy a GPS jammer yet there are dozens of websites making a business from selling them, plenty of toe rags must be buying them!
