I can vouch for the effectiveness of digging them out. Either with @anzani's tool or a dock/thistle spud. Way more effective than sprays, because once you've got the root out it won't come back. Sprays need repeating several times before the root finally gives up.
According to this document, depth can be 2.6 metres!, but only have regenerative buds down to 12cm.Don’t mature dock roots go down about 4’? You’ll only ever remove all the root of a young plant.
Modern systemic sprays certainly kill the whole root, if used correctly AND at the right time. Cutting corners with MCPA etc will just burn the top off, needing several hits.
