It's more than a stammer, it's incoherent and difficult to listen to sometimes. Sorry state of affairs when that's the best America can offer and that applies to both of them.

The main issue with cluster bombs is that a good portion of them are damaged as they are ejected from the parent weapon. So they end up as UXO and maim civilians later on.
If the Ukrainians use the bomblets individually dropped from drones, they are far more effective than the present rifle or hand grenades being used and won't have such a high dud rate as they won't be damaged before they hit the ground.
This is thus a case of maximum effect for minimum cost- in reality these things aren't that practical for the use the Americans had for them in Iraq/Afghanistan because they don't like collateral damage and using them gets political fast.
These DPICM bombs contain a bit of explosive and a copper liner. They can penetrate the top armour of a tank no sweat so soft targets are easy meat for them.

I've followed some of the Congressional hearings
Some of them are really bad
Democrats - Schultz tried to shutdown Kennedy over Vaccines - using the Race Card to literally stop him from giving testomony
Democrats- Schultz then tried to Race Trap Kennedy saying he was Anti Semitic - so he referenced Reports from studies of 80,000 people who's DNA was cross referenced & a US Pfizer medical study which found the same results
Democrats- Schultz then tried to get that striked off but the reference reports were motioned in

Yeah I see there is a strong anti Ukraine War stance - don't totally get it - I see they've picked up on the EU bunging 5 Billion Euros to remove the previous government in Ukraine
