In England YES, absolutely. The planning dept will put a STOP notice on your efforts. In Scotland, I don't know. Don't loose the footpring by knocking anything over just yet.

A few years ago I asked my local planning office if I needed permission to replace an older shed with a new one. I was told that an planning application wasn't required provided the footprint was the same.

It was for a new barn in a block of forestry (150 acres), the site currently has a few small Xmas trees that we planted 3or 4 yrs ago but suffering from bracken. I wanted somewhere to store timber to season, farm machinery and some straw. They are saying it's not in agricultural use?

I am looking at a large house that has been split into flats at some point but has been disused for a year and needs renovation.
It is in a conservation area but not listed, it needs completely rewindowed (36 of them) and the windows in are single pane and knackered.
I doubt anyone will have any photographic evidence of the windows as they are now and thw house is surrounded by trees.
What does a conservation area mean as far as the windows go , if we put new units in as the old ones look would anyone even care?

All a Conservation Area requires is that you make any alterations in keeping with the surroundings and that you get permission. So to decide what your new ones need to look like just take a wander around and use what you see in the area as your guidelines. This goes for brick or stone type (if you ever want an extension or new build), rendering style, window style and external lighting / signage. Unlike a listed building, materials are not so important as it is the looks that matter.
 
Does a milking parlour/ shed fall within permitted development rules (ie 28 days notice) or should it be a full planning application?

What distance are you from the closest residential property

My guess is you will need full planning ,but don't let that put you off it should be a simple process you could do yourself

I would agree with @Forever Fendt that full PP is required if that residential property is not part of the farm. If for instance it is the farm house or workers cottages owned by the farm and for farm workers then I believe PD is still possible.

We have an derelict milking stall that sits in the middle of a field around 300 metres from the nearest houses. It's still on the OS maps. I would like to treble the size of it and use it for a lambing shed, would this feasible?

A lambing shed will still be classified as livestock housing so it would have to be in excess of 400m from a 'protected' building (mainly other peoples houses) and under 465m2 floor area to be permissible under Permitted Development otherwise a full planning application would be necessary.
I don't think it matters whether the milking stall is there or not for PD but for full planning having an existing building of some type would be advantageous.

East Herts Council clearly have a different interpretation of what a "Conservation Area" is - they have allowed all sorts of out of place additions to properties in some very old parts of town that are designated this way :scratchhead::banghead:
