Plant on a pond

I hadn’t been to this pond for a while, then bought a water Lilly at a sale for it, went to plant it and found the whole pond covered in 2 or 3” of this.
Does anyone know what it is?
Or how I can get rid of it?
Does some kind of fish eat it by the tonne?

I've seen a lot of clogged up ponds, but never this. Does it get frozen at all?
Is the plant more like a fungus - not leaves and not moss? Picture not quite high definition enough to see.

That looks to be the correct identification; a quick search reveals that it can be eaten by carp, but that it's not a favourite for them... :(
