Well it’s about £30/night in a services but that includes a shower, food on site and obviously CCTV and a well lit ‘secure’ area. You don’t need to register it with the TC if it’s temporary. Such as tippers working on a local building site for the next 6 months then moving on.Your premises would need to be classed as suitable by the Area Traffic Commissioner.
Advert in the local press and the London Gazette stating location and how many vehicles and trailers you want. . Anyone can object on various grounds-noise, access, pollution etc. They can even say you are not a "suitable person" to control a haulage yard.
If the owner/operator of the vehicle says you don't need to bother, I'd say you need to steer well clear.
Traffic Commissioners have wide ranging power, don't cross them.

However just one lorry being sited there I can’t imagine anyone even realising to be honest! It’s hardly a stobart distribution centre..
