You would imagine it is the senior policy advisors for the relevant topic. eg Richard Wordsworth is senior policy advisor on BPS/ ELMS so presumably he advises the elected reps on what to say on that subject ? And so on for each topic.

edit: The more pertinent question, to my mind, would be "Who has the ear of the senior policy advisors ?".
