£61 million missing from Scotland ring fenced agri budget, it has doubled since I last put this up !

‘Ring fence’ usually means that it cannot be used for other purposes. I’ve just checked a dictionary definition and, from Oxford Languages...

So if it was indeed ring-fenced then, since it is missing from the allocated budget, it must have been mis-used. Effectively, stolen from the allocated ring-fenced budget.

the missing £61 million should give Scottish farmers a real good reason to rise up and protest. First minister and gougeon are at the nfus agm this week. Would it be bad form to start there?
Absolutely spot on and I wonder why the farming press and Nfu seem to not bring this up and force an answer out of the civil servants and the ministers involve, seems very fishy to me !

On the contrary, ‘ring fencing’ implies that something is protected and binding. Otherwise why ‘ring fence’ or even mention that binding fence that pens stuff in?

Because its politically expedient to do so. 'We've ringfenced the NHS budget' sounds good. It doesn't mean anything, because no Parliament can bind another, so what one Parliament enacts another can un-enact. Otherwise we'd have the same laws the first ever Parliament enacted, forever. Ditto tax rates, spending budgets etc etc. The law cannot create tax revenue into being. If a politician says 'The budget for X is ringfenced and guaranteed for 5 years' and there's a massive economic collapse and tax revenues fall through the floor, and the government can't borrow money either because no one wants to lend it money, how exactly can that spending pledge be enforced, if the money no longer is there to fund it?

Oh but budgets that are ring fenced like for the NHS are indeed ring fenced. How it is spent within that fence is what other devolved parliaments or departments can decide. For instance much of Welsh NHS ring fenced funding goes on free prescriptions and free hospital parking. If the money is allocated to a ring fenced sector then it should stay within that fence. It is up to the relevant authorities whether they waste it or make best use of it, all within the fence. A very high proportion of Welsh rural spending is financing stuff like, for example, Farming Connect which employs a few people, holds a few training meetings, subsidise some consultancy costs including paying mentors, which are often large scale big-spenders that encourage other youngsters to join them in a metaphorical club of multi-million Pound debt-ridden businesses, and so on but basically is very poor value and unproductive.

I’ve done a bit more digging and here is where the money has gone £4.7 billion is the total Scottish climate yearly spending and they have been removing huge amounts of money off other ring fenced areas to pay for it all. £750 million has vanished into this abyss from selling wind farm plots without any explanation or accountability at all, can you believe it !
this is actual financial fraud and misspending on an industrial scale taking off agricultur, etc to pay for unaccounted climate projects !

Be an interesting conversation today between Humza, Lorna and Patrick. Holyrood likes to make a point of “aligning with Europe”. Europe looks to be cooling on the whole green agenda. Wonder if there‘ll be any influence on future ag policy. Maybe already set. 🤷‍♂️

Where are the farming journalists I challenge them to do a story about this £4.7 billion unaccounted climate budget taking ring fenced money off agriculture in Scotland ( same situation in wales ) cmon get your pens out cos even the Scottish mps were amazed at the situation !
