I am grazing ewes on swedes and I have around 25 ish ewes just walking straight through the fence. Its a 3 strand polywire fence powered by a solar energizer - test fence when moving and indicates a strong current. Never had this problem before - What should be my next move?.
What energy output (J) is the fencer, it's not all about the voltage? A lot of solar fencers are extremely low output, which is OK for a horse fence in summer.
My smallest fencer is 1.7J, most of them are 2+. I have just bought a solar one that si 2J, but I don't anticipate the panel to be doing much more than just extending the life of the battery a bit.
Now they have learnt to walk through it, I think you're likely to struggle to get them to respect it, without a very powerful fencer on it for a bit.

That your leccy fencing doesn't give a kick up the arse is the last lesson you want your ewes to learn! Big energiser on a tractor battery for a few days should do the trick. But be prepared to go around a couple of times a day to push back in any poly stakes that have been pulled out. Solar charger on dark winter days and long nights might not be the best set up.

The tester reads 6kv on all wires- I think it is only 0.5 j output solar one but does give a heck of a bite - the labrador has learned its lesson!! What engergizers do you use?

Used to use Gallagher or Rutland ones in the past, but I think you pay for the name and they don't last any longer IME.
The make doesn't really matter, it's only a fairly simple pulse generator at the end of the day. I have a collection of several different makes, but the VOSS from https://www.electric-fence.co.uk/ seem very good value for money. I bought one of these https://www.electric-fence.co.uk/voss-farming-sirus-8-12v-mains-energiser.html from them last year, just so that I had one I could use for training if needed. It would be ideal for training your problem ones on high power (assuming you don't have access to a decent mains fencer somewhere), then switch it to low (2J) for normal use.
Whatever you do, you don't want to hang around. a few getting out soon teach the whole lot to do it.
Have you stood and watched to see how they are going through? If they are sticking their heads down and pushing, you could try 2 wires close together at the bottom, one earth and on live. If they are jumping it, just get the rifle and be done with it.
