All pto shafts should have a grease nipple on the tubesI will bet it’s the pto tube that is binding in itself. No one ever puts enough grease on the tube
They bind together and put excessive force on locking pin when turning

You say "buttons" are stuck in. Two buttons usually means a power hungry implement like a power harrow. The coupling should slide off if the buttons are in so as @Dave W it's the shaft that's stuck.
If it's not on the tractor stick it in diesel for a day then try working the buttons turning with vice grips first to get them on the move. Some of the buttons are held in with a circlip if that's your type dismantle and give it a proper clean out.
Sometimes hitting (tapping) the button further in helps loosen along with copious release spray.
