Ivy in a hedge

Only suggestion I’ve got is to keep cutting it low and at some point very carefully use some glypho on the weakened plant in the base of the hedge.

Would take some time but can you push/tap some copper nails into the chunky stems at ground level? Would kill it off and drop the leaves but would make dead lattice for the new growth emerging underneath?

Cut off ivy stem up trunk, paint glypho on cut end.
I don't remember problems with ivy in my youth in polluted west yorkshire. Another downside of cleaner air if you're a young tree.
