Here in monmouthshire,the council have put into action no PD on any ag sheds ,all must have a phosphate survey and any of development over 100sqm must have suds drainage system

Applying under prior notification to replace small wooden building like for like in appearance but to higher spec for office. When applying does this count as new build or alteration. I suspect new, but should put in a decent covering letter explaining what I want to do? It will go in as office/welfare with toilet and shower as well.
It should be applied for as a new build but make sure at any opportunity to identify it as a replacement, so the application description it should be "replacement" building; in your covering letter it should be demolision and construction of replacement building. Even on the site plans annotate it as replacement building.

What are my chances of getting a slurry store under a slatted shed passed which is well below 400m from a dwelling, judging that the dwelling was an ex farm!!! And another pretty close one was the stables!!!
400m from a dwelling would be a long way into the middle of some land?

It would need full planning permission and you would need to a range of surveys and studies.

Hi, currently submitting an application for capital grant for RP15 concrete yard. The yard is an existing yard with hardcore base. Do I require planning permission? I am guessing not as it is a repair? If not, how has anyone else got on with getting a letter from the planners/council that planning is not required to satisfy the RPA when it comes to claiming back the money?
If I do need plnning permission, I have recently used up most of my PD allowance on a new grain store- I could wait until the full PD allowance is available but dont really want to wait that long for the yard improvements. Would the cost of full planning be onerous? Approximately 700m2.

If you believe that planning is not required then you should apply for a Lawful Development Certificate, this should satisfy the RPA. It is very similar process to a planning application.
