By all means, but do not do it openly or I believe you do then become "the keeper" which carries with it responsibilities. If you are inclined to be charitable, put a sign up "Abandon your horse here" and see what troubles you invite! Trading Standards enforce animal health legislation where local authorities have responsibility. They will enlist expert veterinary advice from Ministry vets operating under whatever acronym is current.Out of interest, what LEGAL authority should the OP or the other interested party, report the matter of the Bull to?
