We did for years up to 1984 when we tramlined with a drill.
Lightish land, but ploughed, disced/harrowed, fert and seed broadcast, disced/harrowed again and rolled. worked well for years.
need disc as harrowing only runs seed into wheelmarks.

Many moons ago grandfather sowed oats by moonlight with a fiddle and harrowed them in next morning with team of horses so it was done that way in the past before drills became available.
Crows and rooks can be a pain on broadcast cereals due to the lower seeding depth and irregular depth but it works ok.

Just look how well volunteers grow when you move the top couple of inches of soil. Up the seed rate and cultivate twice the depth you want the seed to go. Keep in mind my dads saying. One for the slug one for the crow one to go on top and one seed to grow.
