It doesn't as it wasn't passed. Once again the government have made a complete bollox of things and it got rejected because they failed to submit anything in the correct way. These things have to be debated as it is a change in the law and nothing was submitted that could be debated. I doubt it ever will tbh.When does it come in? See post 18!!This is a seriously long time to be in limbo..... Those that had their tests booked could be towing by now. Nobody else new has been able to tow since the original announcement. Can't see anything will happen before xmas, new year will be a waste of time.... something be sorted by spring?! What a complete c0ck up!
