The first two will be okay, but you would have to get a structural report done on the beam on the last photo to make sure it could carry the weight

If you read the article they've had repeated warnings so kind of left themselves open to getting prosecuted.
What you might do yourself on a farm is very different to what a builder should do on a site.
That maybe wrong and I'd only take risks myself, anyone I've ever employed to do a job, it's been full safety gear or don't start.
A big farmer up here got fined I believe £80 k when someone got hurt, it was I believe the men that invented it and as they have multiple farms I doubt the farmer knew it was happening but got the bill in the end.
Thankfully as I said hurt not killed.

It was one of a number of health and safety failings found during construction work at The Villas development on Starring Road in Littleborough, said the HSE.
If you've never stood in a bucket at height then you're not a proper farmer. I'd rather stand in a bucket than a pallet on toes...

They’ve just stopped my mate using his sheet metal rolling machine that he’s used for 50 years without an accident. They say it needs a safety upgrade costing £kk. So he’s scrapping it as its now economically unviable like most production or manufacturing will be in the U.K. before too long.
There is stupidity I agree and it can kill people rapidly, but there’s a lot of pedantry as well which is killing us slowly.

OK. I have a " friend " who does a fair bit of wall repairs . Bucket set 2" from the wall, at the exact height, part lift ( but mostly slide ) heavy stone onto a bed of cement. Wheel barrow of cement in the bucket, harness over the top of the bucket fixed to the carriage.
Cherry picker / mancage no use, because of the floor lip and railings. Try getting a heavy stone over/ through that lot. Scaffolding OK, provided it's exactly at the right height, otherwise a back breaker.
Sounds like a classic case of folks who've never done any actual work in their lives dictating to others about best practice.............

The worse thing I see is that they aren't square with the house, much more risk trying to lift the stone in at an angle. Maybe a garden or something in the way.
I wonder was the stone strapped to the bucket while they were lifting it up?

And Man cages are only supposed to be used for " Unplanned " work. WTF does that mean ? Everything is planned. The only difference was it planned 2 weeks ago, or half an hour.
Ridiculous.

And hopefully he wasn't silly enough to wear a hard hat, which would impede his sight, hearing and balance.

there is a duty of care for the client to appoint a competent contractor, that is why councils here ask for builders contracting to them to be members of assurance schemes (thereby outsourcing the ensuring compliance with H&S regulations to the scheme enforcement/audit). This is why if I appoint a shed painter to paint my shed roofs and he is cheap, does the job by just walking on the roof, and then has an accident, I will end up with a large fine

Anyone who condones that sort of working practice shouldn't be allowed to run a drinking session in a distillery let alone be allowed to employ or manage staff.
