If the field isn't in an NVZ then a bit of bagged N early would probably help establishment of both the peas and oats. This is assuming the oats aren't being too competitive and swamping out the peas.

The peas are dominant at the moment which is to be expected, 200kg/ha peas, 40 kg/ha oats.
