Can I clean my river out?

Restricting the flow during severe weather will help flooding downstream. That is how a flood plain works ...but...the water has to get away again quickly to let the ground dry and act like a sponge in between more severe weather. If the drainage is not good enough then once reaching saturation point then flooding will return for the rest of the winter.
As the above example it is filling the bath to the brim then wondering why it overflows as soon as a tap is turned on.

Flood Plain, is generally close the sea level and floods when the incoming tide restricts the outflow. Our Victorian ancestors realised when flooding occurred, the solution was to to dig deep channels into the estuary, and dredge the narrow ones to improve flow and reduce back pressure. They also came up with sluice gates and non-return valves all based on volume, weight and flow. We think these are antiques that should be left to rust, fall apart and grow over.

Over half a mile of River Bank destroyed a year next month by rivers agency still hasn't not been fixed. Part of the bank collapsed in to river by taking tractors and dumpers up and down. Imagine how a farmer would be hung out to dry if it was them. Last picture of digger man i actually have two pictures 1st one taken before I went to a job came back and hour and a half later he was still there sleeping engine running heater on.
I will add, that the wind farm here was having some fencing done, and the fencing contractor was not allowed to work without a windfarm employee "overseeing" what he did, which basically meant watching him work, this meant that he could not work without someone there. So if the windfarm employee was busy, he had to stand down until they were there. All this because of Health and Safety. An example of the "New British Disease!" and why all big companies and government are woefully inefficient. I think the reason (partly) is because they are spending "other peoples money"

I have posted before watching a gang working on a rail line, quite rightly they have to have men watching out at all times. However one of these two was constantly taking callls on his phone. Every time he did the other watchman hurried the workers away from the track. This meant in an hour I was present I would think that 10 men did barely 20 minutes work. I cannot believe any manager worth his salt would have allowed such a ludicrous performance, especially in front. Of the fare paying public!

Two different scenarios. The rail job has more lookouts and picops than you can shake a stick at, ignore the rules at you're peril.

The fencing guy, looks like complying with the ' working alone ' H&S regs.

Neighbours did and got a large fine and had to reinstate the riverbank to their spec, and this was during Covide lockdown.

Except that "the regs" don't preclude lone working - in fact, having to down tools introduces extra hazards such as boredom related stress etc. which has to be considered as part of the risk assessment.

I think that is the case as I raised the point with one of the managers who just brushed it off. There was actually two diggers there. They used one to push pull tractors up the river bank as the tracks were so deep they bottomed out.

just watch work with 360 , a burst pipe and oil slick running down a river will get everyone hopping about , doesnt need a lot either to make it look like another Torrey canyon to joe public (showing my age there lol )

It is but do they have diggers and tractors?
Not quite the same but we had a burst recently and one water board man turned up each time in a van and the work was done by a private plant hire firm.
You could argue that if the public companies really screwed down the contracts a lot of private contractors would go bust. Who is at fault, the EA for not having someone on site standing around to keep the drivers awake or the private contractor for quoting such a high amount that it can take twice the time and allow for some naps
