Symptomatic of acid soils. Lime will sort it over time.

Also an indicator of compacted, poorly aerated land so you could tackle that too.

2-4D will kill it (but I’m not an agronomist)
Used pastor last year killed what was visible but it’s come back thicker this year , I had heard lime sorts it

A brush type weed wiper may help break the wax coating on the mares tail. Shame not permitted to mix something like 2,4-D with the glyphosate.

If someone tried to design a weed to make it hard to get weedkiller into it, they may find it hard to do better then mares tail!

Its claimed to work, and I think it's the Roundup ProVanage data sheet that says marea tail should be bruise with a soft brush before using Roundup ProVanage.
 
I think that you might just have a long drawn out battle on your hands . Mares tail is one of the best and longest surviving plant in nature . (I read ) It's direct precursor was the mighty set of trees making up the ancient forests that were covered and mightily compressed to make the present day coal seams . So, they certainly are survivors , and will need something drastic to kill them .

Be very careful assuming that weedkillers with the same active chemicals will behave the same with mares tail as the adjuvants that some have can make a big difference to getting the weedkiller past the layer of "wax" and into the mares tail. I expect the growth stage is also important.

It is also often claimed that lightly brushing the mares tail before spraying or brushing on the weedkiller results in much better kill rates, but even on a pavement it takes many visits to get 100% kill.
