I was thinking about this yesterdayIf Putin presses the red button, counter measures go up to head them off. In the meantime he’d have the same raining down on all of Russia’s main targets from the rest of the world. He wouldn’t be able to counter it and would come of far far worse.
I think the reality is that one of his own will take him out before long anyway.

yes to a certain extent, but it's spread would be a fraction compared to the spread by it exploding on the ground and vaporising into the atmosphere. and most likely the actual warhead wouldn't break up , so could be recovered.I was thinking about this yesterday
