Medical certificate for shotgun licence renewal

Useful summary of the situation in the current .gov guide:

Limited extension of certificates

10.25 Where an application is made to the police for the renewal of a certificate at least 8 weeks before the certificate is due to expire, but the police are unable to decide the application before the certificate expires, section 28B of the 1968 Act automatically extends the validity of the certificate for a period of 8 weeks or until the police decide the application, whichever occurs first. The certificate’s terms and conditions will continue to apply during this period. Changes have been made to police IT systems to support the administration of this provision and to facilitate police forces generating a confirmatory letter to applicants who benefit from an extension under section 28B.

10.26 In the event that the application for renewal is subsequently granted, any period for which the certificate continued in force under section 28B will be treated for the purposes of section 28A(1) as part of the period for which the renewed certificate is in force, meaning that the total renewal period of a renewed certificate would be 5 years.

10.27 In the event that the application for renewal cannot be determined before the extended certificate expires, police forces may continue to issue a temporary permit to the applicant under section 7 of the Firearms Act 1968 authorising their continued possession of firearms and ammunition to which the expired certificate applies. Section 7 permits issued in these circumstances can allow for the continued possession of the firearms and ammunition that are specified on the applicant’s expired certificate

I think I already quoted Section 7 elsewhere. I wrote to the cops for forms 111 (rifles) and form 112 (shotgun) which is what you'll need for the extension but was told I'd get my certificates before they expire, which is tomorrow.

I demand a single south facing cell and I am looking forward to someone else doing the cooking for a change. Can't be worse than boarding school.

Today I sent the email below to our local Police HQ.

"Some time ago, I sent my Shotgun renewal pack to you, (around mid Dec 21).

On the 28th Jan 2022 my current certificate expired, I assume I am now holding guns without a current permit ?

Could you inform me on the proper process I should follow to ensure I remain within the law.

In the past you have issued a temporary certificate, however I have not received anything
."

This is the response I received:

"Thank you for your email. Unfortunately we have not received any application from yourself and the onus is on the certificate holder to ensure they post such documents with a form of tracking. In view of you having now expired with no application received, we will require you to lodge all your guns with another certificate holder or Registered Firearms Dealer by the end of today. Once completed, we will need you to provide us with the details of the certificate holder or dealer who has taken temporary possession and require them to also notify us in writing (email will suffice). The fee will also increase from £49.00 to £79.50.

Please advise us if you would like us to post you another application form to your home address. We would recommend that you to contact your GP to see if they have a copy of your proforma to resubmit or you may be charged again for their service.

At present we have a 7 month back log so any guns that are lodged elsewhere will need to be done until your are issued with new certificates."


I also received a phone call to inform me I had to place my guns with a certificate holder today ! or an armed response team maybe sent to my address !!!!

I made arrangements for this, and notified the Police, however, I also double checked my bank account to find they drew the application cheque on the 23-12-21, which was in the same envelope as the application !!

Further contact with the Police by phone, and miraculously my application has been found, so no need to store my guns elsewhere.

I asked what would have happened had I not sent the email to them, they informed this was in the hands of the admin officer, and unless they inputted my details on the system, or (when they got round to it) found I had not sent in a renewal ( which could have been up to 7 months time) nothing would happen !!

What a shambles, be warned !!

I am in Scotland but it is a similar shambles up here. As a matter of form, I suggest you make a formal complaint to Police Complaints with a copy to your MP. If we jump up and down enough, maybe they will fix it! We pay these muppets out of taxation (despite some believing it is paid "by the government!).

I won't catalogue the nonsense I experienced this time, but I pointed out that there were no serial numbers on the certificates I have held for the last five years since my guns were returned after their seizure. As my certificates appeared to be incorrect (they listed the guns but no serial numbers), a normal rational citizen might assume I had possessed guns for five years whilst being in breach of the Firearms Acts.

Not a bit if it. Apparently certificates no longer have a note of serial numbers because they aren't necessary because the numbers are held by the police!

Can some kind person please explain to me what the hell the certificates are for if not to define a link between (a) the individual guns, and (b) the person authorised to possess them? So, I am stopped while carrying a gun. I produce my certificate. But no serial numbers are recorded on the certificate. How does the "authorised person" know whether I am authorised to possess that particular gun or not?

The system is designed by idiots and it is no wonder that the men on the beat get muddled. We tend to blame those we have contact with when it is the morons behind the system who should get the blame. And probably our MPs for allowing it to happen.

I wonder if we have a claim in law when they waste out time in this way? It might be fun to find out!

I will make a formal complaint, which I believe I have 12 months to send.

However, I would prefer to have my updated certificate in my hand first.

I’ve just been given a firearms and shotgun license for two years , at the end of that period I will be issued ( FOC) a license for a further five years . Cambs , beds and herts have merged and on the year my renewal falls there are to many to do for the available officers so this way they can spread the renewals out a bit .

I got my new certificates (shotgun, rifles, air weapons) through on the 17th January 2022, one day late. Long story of the usual confusion and chaos which I won't bother you with. I sent the medical certificate through to my doctor in November, saw him on another matter (small skin cancer on ear) in December when he said he hadn't got the health certificate letter but it would be no problem. (Skin cancer got mentioned on FAC applications as required -- sure to be relevant! :rolleyes: ). So all apparently good.

Yesterday (8/2/2022) I received an email from the health centre stating (and I quote), "We have received the firearms renewal certificate for completion by our GP's. Please arrange to pay the fee of £26.00. Payment is required prior to us sending the report".

As I am always trying to help the police (by educating them), I have replied that I already have my certificates and I won't be needing the health certificate. In the circumstances you will understand why I won't be sending the £26 fee.

I have the pop corn and am now sitting back to see what happens next!:)

Which of the independent firms are best for signing the medical section on a renewal license form ?
I enquired at my doctors surgery how much time they needed to sign my form . I was told it could be up to ten weeks and £96 .

At Ringwood, they returned it within a week and it was £46. If I had been a bit quicker, they would have accepted the one I had for my FAC in the autumn, but I let it go over the 6 months required by Hampshire and had to apply for a new one. I've gone coterminous now to save money next time.

Back in the 1970s, I ran a sporting agency, mostly for North Sea oil personnel. The police told me if I needed to get licensing for any overseas guests, they could probably manage to get them through in 10 days! This was for shotgun and/or centre fire rifle. No computers back then.
