The welfare concerns for this policy are regarding the restriction of voluntary movement and limitation of expression of the cows’ natural behaviour.
If you put a person tied to a table with a laptop and provided them with all the food and water they needed, can't say there is much quality of life, because not all needs are met physically and socially. Same goes for animals.
Arguing that tethering a animal at a show for a few days is the same as over a whole winter is a bit of a thin argument.
