I had look at google but I can't see anything like you describe. in addition the council 'access officer' has taken this on as a pet project and insists we also make it accessible to pushchairs and wheelchairs.
Some of these officers, are complete eedjits! heard of one locally who wanted extra wide kiss gate being installed in some ludicrous location as the access to the proposed gate was up top of a steep hill through woodland, narrow footpath etc.

I think that one of the Horse users groups developed the barriers for use on bridleways. Won't stop stock for obvious reasons...

The design was essentially 2 poles, placed to cover the width of the bridleway, 2m minimum as I recall, then a steel rail fixed across the track, could be padlocked, about 6-700mm high, so a horse can step over, place a second assembly about 8-900mm apart. This stops motorcycles being lifted easily over a single rail. Also stops transits dumping....

My farm is less than 5 miles from the loch Lomond National park. I have had to put up with wild campers, cutting down trees, starting fires, shitting in fields, discarded condoms, Buckfast bottles tents and generally causing a nuisance. when I ask them to move on - i get an earful, when I call the police the aren't interested. you do not want right to roam in England - It's been a nightmare for me.
