In Scotland we have a common public order offence called 'Breach of the peace'.

Generally, it is described as conduct severe enough to cause alarm to ordinary people and threaten serious disturbance to the community…conduct which does present as genuinely alarming and disturbing, in its context, to any reasonable people.

However, if there is no evidence of actual alarm, the conduct must be “flagrant” if it is to justify a conviction.

“Flagrant” is a strong word and the use of that word points to a standard of conduct which would be alarming or seriously disturbing to any reasonable person in the particular circumstances.

In my view, hanging bags of dog poo on bushes, gates or other constitutes a breach of the peace.
Is fly tipping only defined by volume? When you can (allegedly) get fined £80 for dropping a fag end in town, surely there's got to be something tougher we can use?

Weve a private lane that goes to 40 ac of our land. A lad has a right of way over it down to his horse fields. Part of this track has a footpath on it. Plenty dog muck in bags Now it boils my pee but this lad hates it with a passion. Last year he worked out who the main culprit was and spent six months collecting poo bags. When he caught lady muck in the act one final time he deposited the collected, now putrid feces through her letter box on a hot july day.
Hes a bit of a hero of mine.

There would be uproar if the uk tried ,bad enough that they say every cat should be micro chipped by April this year , sorry but my boy is 10yrs old and never goes out ,not because he was forced to stay in but he was a timid feral when I got him and he's scared of his own shadow,,he grew up to be a house cat and turned into the friendliest and attention seeking lump you'll ever find ,,fresh air is a toxic substance.
 
There's a number of things going on here. Everyone is very sure of their rights nowadays but not so keen on the responsibilities that come with them. Dogs treated as humans rather than animals and the shockingly poor standard of training that most of them have. Oh, and given human names rather than animal or pet names to signify their new status. And why take your dog out for a nice country walk and spend all of it on your phone??

This happened just over the wall from me a fortnight ago. We’ve lost into the double figures since lockdown I haven’t bothered to get the police it’s usually one at a time and I fear they won’t do anything. The dog responsible for this one pictured is still at large

Wow. And I thought we had to put up with some nutty rules!

What about the farm cats that keep rodent numbers down effectively without introducing poison to the environment? I know of a few that would have your hand off if you tried to put a collar/harness/lead on them.

Yes, we're lucky that our cat concentrates on rodents and leaves birds alone. Strong words would be had if he went after my goldfinches!

That’s why I didn’t bother ringing police if they even bothered too do anything it would take months to get anywhere and that’s just not worth fretting over

Bad.

But you should ring the Police and get an incident number each and every time. If it wasn't reported, it hasn't happened....

If there is a paper trail, it will aid you when/if you shoot a dog attacking your stock. It also puts pressure on the Police to react. Many Forces now have a Rural Crime section who will have knowledge of Worrying and attack incidents and will be compiling info.

Absofrigginglutely. Policing is driven by data these days. Senior police officers get real twitchy when the CRN's start to pile up and the Home Office starts asking difficult questions, and that's the point when they decide to take an active interest instead of fobbing people off.

It’s that bad here for lack of being followed up we have the MP involved now
