they certainly could if they had not spent half their resources on their vast military and secret services, oh but then how would they keep their people in there place?
Funny you should say that as they have twice the population of the UK, ten times the size of country but spend almost the same on defence as the UK so you have to wonder who wastes the most, of course we do it by borrowing more & more money to finance our defence spending where as they seem to pay for it as they go along!

Just looked it up, UK debt for every person in the country $45,346, Russian debt per person $5,728 aren't we clever!
It would be useful to know the way these budgets are spent and then we may be able to form an opinion on the precise objectives, defence or offence. I would suggest that our objectives are very different from those of Russia.

Statistics
But we can be fairly certain that Russia does not fully report its spending but even so on these figures Russia spending 4-5% of its gross GDP on the military, money which could have been spent on its health service etc

by the looks of it russia doesnt spend 60 billion a year on defence spending,a lot maybe siphoned off?
Probably, but unfortunately our military spends an umpteen amount on wasted services . Talking to an ex military man yesterday apparently they have upgraded the tanks to accommodate the needs of lady soldiers.
He said , “could they have not found enough squaddies, to identify as ladies” to fill the quotas :):):)
Apparently space in a Challenger is quite limited and previous tank crews had to do whatever and chuck it out the turret:)
