I don't see any obstacle for a milk buyer doing the sums and obtaining near 100% of the milk pool from a particular region- they clearly could do it and offer a milk price that reflects the monies saved. If it would work, why don't they do it? Farmers of course would still be at liberty to sell to whoever they like.
But there's no reason why the buyer would pass on any savings, whereas a Farmer controlled Board would.
As it is, buyers will just refuse to collect where it doesn't suit, leading to the ridiculous situation where farmers in the cheapest milk producing areas struggle to find a buyer just because they're at the end of a long lane or don't fit an easy collection route.
