If he doesn't want to take the risk or do the job that is really down to him, I cannot really blame him if the field has not been touched after ploughing 3 years ago.

How big is the field and has it had anything done to it since it was ploughed 3 yrs ago or is it just weed covered furrows? I would say he has a fair point currently.

Some people seem to do that, I cant see the point. See ground near here which has been ploughed each year this past 3 years and then not touched until the following spring, when it is ploughed again
We have about 2 acre like that in corner of field rank sand , just put plough through it every year. . Bird nesting area ?‍♂️?‍♂️?
Regarding spraying it , sprayed some beans ploughed in ...6 k was speed. Rough as . As ssid above you take the punishment and run over it with some thing first

Can’t blame him really, I’m guessing it is a small field so he won’t make any money anyway, and will just cause fatigue on his machine. That’s without the massive risk of next door. Why do you want him to spray the field?
