Was he guilty of trying to make a living in this country ?:)
Aha!
Now we are getting to the truth behind it all:

1. Due to the fuel crisis, PC plod hasn’t got enough cars to stop and give enough tickets to to earn his daily crust.
2. Having spotted somebody who obviously has the skills enough to drive a lorry, he gives this operator a ticket so as to pee him off enough and encourage him to get a far more worthwhile, proper job of driving a fuel tanker!
3. Hence, normal service will be resumed shortly and Plod will soon be handing out speed tickets again to honest motorists!

Problem solved the NFN way and everybody will soon be happy again!
Simples!

So why are you not allowed to tow a taxed vehicle on a trailer with a tractor?
Good question. I haven't worked that one out either. Could it be the legislation allows the use of red diesel for haulage of 'agricultural products', and the van doesn't fit in that designation? The fact that the van is on derv seems to be irrelevant.....?

Some years ago I was helping a mate with his Hesston baler and was using a Merlo to make 10 bale stacks. Each time we moved farms I would tow his pick up with an A-frame behind the Merlo. Up and down the A303 on a regular basis and no interference whatever from the Hampshire Constabulary who were on that road in their Volvo patrol cars on a very regular basis.

No SMV beacon visible from rear

Towing a trailer with a specialist agric vehicle (not a tractor)

If towing vehicle is classed as HGV, driver would require full HGV 1 licence as trailer is not semi mounted

Straps not rated high enough for load

Rachets protruding from side of vehicle

Webbing straps, not chains, used to secure sharp edge of bucket

Unsecured items on bed of trailer

Neither Loader or van secured adequately (one axle only)

Doubt if the trailer is fitted with rear marker boards, lights, indicators etc

Other than that, the job's a good 'un-crack on bhoy

The beacon on forklift will suffice

Where's the webbing strap on the bucket?

There's a webbing strap across the bucket, metal edge of the bucket will damage the webbing-a chain should be used if securing anything "sharp" like steel, concrete blocks etc.

The towing vehicle has a bulk container attached -hence it's not an agric tractor.

The beacon on the towing vehicle isn't visible to any traffic following behind, it's generally advisable that a visible warning device be, well, visible.

The van is not an agric vehicle, which means the whole thing is a "commercial" vehicle with all that implies-derv, tachograph, LGV licence, driver CPC card, tacho hours compliant.

Is it safe? Ask yourself if you would be comfortable knowing your wife and kids were on the same road at the same time.

Did the driver give his name as John Wayne? He's the biggest cowboy I have heard of.

you don't need chains you just need to protect the strap with one of
the many strap protection devices on the market
